Rebecca Horner leads the community development team as Deputy County Executive in the Office of Executive Management of Prince William County. Her portfolio includes the departments of Development Services, Economic Development, Parks, Recreation & Tourism, Planning, Public Works, Office of Sustainability and Department of Transportation. Rebecca came to Prince William County in 2014, eventually becoming Planning Director and leading the Planning Office for several years prior to her current role. She currently serves as Acting Director of the Planning Office until the position is filled. With 24 years of experience in local policy and land use planning, she strives to create and sustain high-performing innovative teams in Prince William County. She earned a bachelor’s degree in Political Science and Policymaking prior to receiving her master’s degree in Community and Regional Planning from the University of Nebraska - Lincoln.
Rebecca is certified in the American Institute of Certified Planners as well as a Certified Zoning Administrator in Virginia. She is a member of ICMA and the American Planning Association. During her tenure as Planning Director in Prince William County, the Planning Office received several national and state awards, including National Association of Counties, Virginia Association of Counties and the American Planning Association, all of which were for innovation in community engagement and comprehensive Planning.
